The Lithuanian equality body, the Office of the Equal Opportunities Ombudsperson has come out with two publications in recent years on gender equality mainstreaming: a Curriculum for the training of Gender Equality and Diversity (GED) consultants at workplace and a Gender Equality Manual for Local Authorities.
The Curriculum is designed to develop a training course for qualified gender equality and diversity consultants at workplaces. The need to train GED consultants is based on EU directives 2002/73/EC and 2000/78/EC, which encourage employers in the Member States to promote equal treatment for everyone at the workplace in a planned and systematic way.
The Gender Equality Manual for Local Authorities is published under the project “Equality for Local Development: Gender Mainstreaming in Municipalities” implemented within the Programme related to the Community Framework Strategy on Gender Equality (2001-2005). The project aims at fostering sustainable change in local communities by encouraging the balanced participation of women and men in the social and economic development of their community and increasing the analytical and practical capacities of local authorities to implement real gender equality policies at local level.
The manual describes methods to enable local personnel to consider gender mainstreaming in their daily routine and also provides general guidelines for developing gender equality action plans.
